What BABA requires
For construction materials, all manufacturing processes must occur in the US. For GFRP rebar, that means the bar itself must be made in America — imported bar doesn't qualify, whatever the sticker says.

Build America, Buy America
The Build America, Buy America Act (BABA) requires that construction materials used in federally funded infrastructure — including composites like GFRP rebar — be manufactured in the United States, with all manufacturing processes occurring domestically.
